Title : The reform processes in the health system of Mexico
Abstract:
The reforms that have taken place in almost all health systems worldwide are diverse in both their orientation and depth. The global landscape shows economic, political, and legal changes aimed at increasing social efficiency, ensuring funding, and responding to the evolving expectations and needs of the population.
Objective: To offer a sumerized overview of Mexico's national health system and its various reform processes.
Methodology: A review was conducted about the 12 care models developed within the Mexican health system from 1976 to 2023, along with their respective analyses and evaluations.
Results: The right to health and the health situation in Mexico offer the basis for developing the health system, starting with the care model. The twelve reform processes that have been implemented from 1976 to 2023, which include adjustments and modifications to the care model, rather than a true structural reform of the system, always focused to primary health care (PHC) strategies.
Conclusions: This summary of the reform processes within Mexico's national health system, based on the author's years of public service at the organizational levels and in national and state health institutions, demonstrates the influence of political decisions on the frequency with which these reforms are implemented. In a changing world that poses a threat to the health of populations, it is time to renew or create paradigms, to transform realities, and to overcome the enormous gap that still exists so that citizens can equitably enjoy the fundamental rights that society has defined.
