Pandemic preparedness & response in Côte d'ivoire : Resource mapping for national action plan for health security

Abstract:

Following the Joint External Evaluation - JEE, Côte d'Ivoire developed a two-year Action Plan for Health Security (PANSS, 2018-2020). This plan defines all the strategies, interventions and activities necessary to strengthen the multisectoral system of Prevention, Detection and Response to public health events. However, since the costing finalized in May 2018, no effective resource mapping nor mobilization has been carried out by the NAPHS coordination team. To this end, a NAPHS resources mapping exercise was carried out in December 2019. Technical expertise for this exercise was provided by WHO-Geneva-Afro, DAI TDDAP, and CDC. This mapping exercise consisted of a pre-filling of a tool shared by WHO. The pre-filling was carried out by IHR2005 stakeholders (national and international partners in Côte d'Ivoire). The Validation workshop was done by representatives of the Prime Minister's Office, Director General Health Office, WHO and UK Embassy. More than 80 people representing 48 institutions including technical and financial partners were present. The methodology consisted of a series of presentations, group work, a compilation of the groups' works followed by an analysis and interpretation of the results by the participants. From the analysis of cote d'Ivoire REMAP database, it emerged the prioritization of 158 activities from the Operational Action Plan 2019-2020 out of the 597 activities of the NAPSS 2018 - 2020. The 2019-2020 Action Plan is only 16% implemented, an increase compared to previous year of 6% (March-2019). Overall, the 2018-2020 NAPHS is only Implemented at 14% which is very far from expectations. It was concluded that there is a significant gap between the budget forecasted and the resources available for the Cote d'Ivoire NAPHS Implementation. Thus, a total of 57 technical assistance needs for the year 2019-2020 were identified and not covered for the while. 19 international partners (technical and financial) have been identified and are providing considerable support for the implementation of the NAPHS. Nevertheless, this number is still insufficient in terms of resources in view of the large number of activities to be implemented to bring the country out of the weak performance in the various capacities of the IHR2005. The constraints associated with the COVID-19 pandemic slowed down the implementation of activities and monitoring of the NAPHS through REMAP. However, the exercise was able to take place in 2021 and 2022, and there has been an improvement in overall performance from 14% in 2019 to 43% in 2022. Regular monitoring of the NAPHS is essential to ensure prevention, preparedness and response to epidemics.

Biography:

Dr Dionkounda is a Physician and Public Health Expert with more than 15 years in Health programs design and management. He coordinated the development of the harmonized policies document of PLWHIV management along the Corridor Abidjan Lagos health facilities between Côte d’Ivoire, Ghana, Togo, Benin and Nigeria. He is an expert member of the WHO Guideline Development Group of the Contact Tracing Guideline approved and published in 2025. He is currently working on Health Security by accompanying closely countries including Côte d’Ivoire, Sénégal, Liberia, Cameroon, DRC, Uganda, Ethiopia, Kenya, Tanzania and Rwanda in their adhesion to International Health Regulation.
